November 25, 2019POEA MEMORANDUM CIRCULAR NO. 016-19TO : All Concerned   SUBJECT : Guidelines on the Qualifications of Careworkers under the Technical Intern Training Program of Japan Pursuant to the Ordinance for Enforcement of the Act on Proper Technical Intern Training and Protection of Technical Intern Trainees (Ordinance of the Ministry of Justice and Ordinance of the Ministry of Health, Labour and Welfare No. 3 of 2016) of Japan, the following guidelines are hereby issued:1. Technical intern trainees who are starting the 2nd year of training and have not yet completed one of the following language proficiency requirements (Pass N3 Level of the Japanese Language Proficiency Test or its practical test equivalence; Score 400 or more in the A-D level test of the J.
