November 29, 2007DOLE-DBM-TESDA JOINT MEMORANDUM CIRCULAR NO. 001-07GUIDELINES ON THE RELEASE AND UTILIZATION OF FUNDS FOR THE TECHNICAL VOCATIONAL SCHOLARSHIP PROGRAM APPROPRIATED UNDER THE DOLE-OFFICE OF THE SECRETARY'S FY 2007 BUDGET1.0 PURPOSE1.1 To provide the procedural guidelines on the release and utilization of funds in the amount of P200,000,000 appropriated under the DOLE-Office of the Secretary's budget for the Technical Vocational Scholarship Program in compliance with Item G. Release of Funds, number 1 under Items for Conditional Implementation of Her Excellency Gloria Macapagal-Arroyo of R.A. No. 9401 (FY 2007 General Appropriations Act). 1.2 To define responsibilities in the preparation and submission of reports as well as prescribe the required reports attendant to the utilization of said fund.2.0 COVERAGEThe implementing agencies of the Program are as follows:2.1 DOLE-Regional Offices; and2.2 Technical Education and Skills Development Authority (TESDA).3.0 GENERAL GUIDELINESThese guidelines shall be observed by the Department of Labor and Employment (DOLE), Department of Budget and Management (DBM) and Technical Education and Skills Development Authority (TESDA).3.1 The Technical Vocational Scholarship Program is one of the pump-priming programs...
