But faced with low inspector-to-establishment ratio, my predecessor spearheaded, through the DOLE Labor Standards Enforcement Framework issued in 2004, a strategic approach of promoting a culture of voluntary compliance and self-regulation. This approach we shall continue to adopt.Because violations of general labor standards may be attributable to inadequate understanding rather than willful disregard by employers, we are therefore issuing this 2006 Edition of the Handbook on Workers' Statutory Monetary Benefits. SEIDACWhen I assumed office, this handbook was already in good draft but we took a second look at it, guided by queries received at the Bureau of Working Conditions and explanatory bulletins issued by the DOLE through the years. Perhaps we have improved the overall presentation of the handbook and have made it more reader-friendly.
