July 23, 1992DOLE MEMORANDUM CIRCULAR NO. 002-92TO:All Regional Directors Concerned   RE:Immediate Turnover/Release of the 80% Portion of the Mandatory Lien or the P4.00 Social Amelioration Program-Cash Bonus Fund (SAP-CBF) Provided under Republic Act No. 6982, Specifically for Crop Year 1991-92 On the recommendation made by the workers and employers sectoral members of the Sugar Tripartite Council in the meeting of the Council last July 9, 1992, there is an urgent need to accelerate the turnover/release of the planters SAP-CBF share collected by the sugar mill and deposited in the joint DOLE/RO-Mill account for Crop Year 1991-92. Moreover, records of sugar production and withdrawals for CY 1991-92, as of July 12, 1992, shows a high composite average of 75% withdrawal of sugar stocks in the 39 mill districts of the country. This denotes a high rate of collection of the mandatory lien, thus warranting immediate turnover of the SAP-CBF to all planters concerned.Based on the above consideration, therefore, and to effectuate distribution of the SAP-CBF to all covered workers in the mill districts under your jurisdiction,...
