1983POEA MEMORANDUM CIRCULAR NO. 009-83SUBJECT : Implementation of Basic Minimum Wage for Able SeamenAs a result of consultations with the labor, management and government sectors on the request of the manning industry for the freezing of current salary scale for Filipino seamen in the wake of the current economic state of international trade and shipping, the Philippine Overseas Employment Administration hereby issues the following guidelines on the above subject:1. NSB Memorandum Circular No. 72, Series of 1982 implementing the minimum wage for Able Seaman of US$276.00 as approved by the International Labor Organization shall be amended as below:"The implementation of the wage rate of US$230.00 for existing foreign principals shall be in effect up to March 1984 . . ."2. Before April 1984, a tripartite consultation meeting shall again be made to study and assess developments in the international maritime market which will be a basis for either effecting or freezing implementation of the staggered rate increase. prcd3.
