Implementation of the POEA-BI 'One-Stop OEC Validation System' for Departing Seafarers at NAIA Terminal 1

September 15, 2015POEA MEMORANDUM CIRCULAR NO. 012-15TO:All Manning Agencies   SUBJECT:Implementation of the POEA-BI 'One-Stop OEC Validation System' for Departing Seafarers at NAIA Terminal 1 Further to Memorandum Circulars No. 2, Series of 2014 and No. 4, Series of 2015, the 'One-Stop Overseas Employment Certificate (OEC) Validation System' which has been adopted and operational at NAIA Terminals 2, 3 and 4 shall also be implemented at NAIA Terminal 1 effective 18 September 2015. Accordingly, the "drop box" data collection system under POEA Memorandum Circular No. 1 and Advisory No. 18, both Series of 2012, shall no longer apply for seafarer exiting at terminal 1 starting 18 September 2015. Processing of Overseas Employment Certificate (OEC) at the LAC during weekends is likewise lifted at said terminal from such date.Succeeding advisory shall be issued for the eventual application of "One-Stop OEC Validation System" in other exit points in the provinces. In the meantime, all manning agencies shall continue to use the POEA drop box system in reporting the departure of their deployed seafarers exiting at the terminals.For strict...
