March 5, 2015.](RO4A-BPO-CE-04-03-07-14)IN RE: PETITION FOR CERTIFICATION ELECTION AMONG THE RANK-AND-FILE EMPLOYEES OF IBIDEN PHILIPPINES INCORPORATED OCCUPYING GRADES 0.5 and 1.0 POSITIONSOBRERO PILIPINO-IBIDEN CHAPTER II, petitioner-appellee,IBIDEN PHILIPPINES, INC., employer-appellant.RESOLUTIONThis resolves the Appeal filed by Ibiden Philippines, Inc. from the 08 October 2014 Order of DOLE Regional Office No. IV-A Mediator-Arbiter Maureen Zena Serazon-Tongson, the dispositive portion of which reads:WHEREFORE, the protest filed by Ibiden Philippines, Inc. is DENIED. Obrero Pilipino-Ibiden Chapter is hereby CERTIFIED as the SOLE AND EXCLUSIVE BARGAINING AGENT of the employees of Ibiden Philippines, Inc. occupying Grades 0.5 and 1.0 positions.Accordingly, Obrero Pilipino-Ibiden Chapter II shall have the rights, privileges and obligations of a duly certified collective bargaining agent from the time this certification is issued. aDSIHcSO ORDERED.The facts are as follows:On 20 June 2013, Obrero Pilipino-Ibiden Chapter II (Ibiden Chapter II, for brevity) filed a Petition for Certification Election 1 among the Grades 0.5 and 1.0 employees of Ibiden Philippines, Inc., (Ibiden Phil., for brevity).
