Falconitin of the DOLE National Capital Region (DOLE-NCR), which dismissed appellant's petition for certification election among the regular rank-and-file employees of Star Galaxy Industrial Fabricator, Inc. (the Company). On 05 July 1999, appellant Star Galaxy Labor Union-SUPER filed this petition seeking to represent the more or less eighty (80) rank-and-file employees of the Company, an unorganized establishment.Appellant is a legitimate labor organization having been issued on 01 June 1999 Certificate of Creation of Local/Chapter No. SUPER-171 by the Bureau of Labor Relations.
