Labor Union (the Union), an affiliate of the Workers Alliance Trade unions (WATU), on the 01 September 1993 order of Med-Arbiter Angeli M. Tuyay, National Capital Region, the dispositive portion of which reads: NCR-OD-M-9303-058 petitioner."WHEREFORE, premises considered, it is hereby declared that the respondent union is not a legitimate labor organization for failure to comply with the provisions of Article 234 (c) of the Labor Code.SO ORDERED."While the appeal and the reply to the appeal do not touch on jurisdictional issues, Rule II, Section 3 of the Rules of Procedure on Med-Arbitration, issued by the Secretary of Labor Employment on 10 April 1992, provides that the "Regional Director shall exercise original and exclusive jurisdiction over ". . . petitions for cancellation of union registration . . ....
