Petaca, the dispositive portion of which reads: WHEREFORE, Petitioner NUBE-STANDARD CHARTERED BANK SUPERVISORS' ASSOCIATION, having garnered more than the majority of the valid votes cast, is hereby CERTIFIED as the sole and exclusive bargaining representative of all the supervisory employees of STANDARD CHARTERED BANK.SO ORDERED.The facts are as follows:On 24 November 2011, Mediator-Arbiter Petaca issued an Order directing the conduct of certification election among the supervisory employees of Standard Chartered Bank.On 03 July 2012, certification election was conducted with the following results:NUBE-Standard Chartered Bank21Supervisors' Association (NUBE-SCBSA) No Union22Spoiled01Segregated12 ––Total Votes Cast56 ==On 11 February 2013, Mediator-Arbiter Petaca issued an Order declaring that "No Union" won in the certification election. He ruled that the twelve (12) segregated ballots belonged to ineligible voters. 1 Aggrieved, NUBE-SCBSA appealed from the Order....
