Ogang, the dispositive of which reads: WHEREFORE, premises considered, University of San Carlos College Faculty Independent Union (USC-CFIU) CANNOT BE CERTIFIED as the sole and exclusive bargaining representative of all rank-and-file employees of University of San Carlos.SO ORDERED.The pertinent facts are as follows:On 26 February 2013, University of San Carlos College Faculty Independent Union (USC-CFIU, for brevity) filed a petition for certification election 1 to represent an estimated two hundred fifty (250) regular rank-and-file faculty members of University of San Carlos (San Carlos, for brevity) at its P.
