August 13, 2002DOLE MEMORANDUM CIRCULAR NO. 002-02TO : All POEA Licensed Manning Agencies and Registered Trade UnionsPursuant to DOLE Department Order No. 22-02, otherwise known as the Guidelines in the Placement of Cadets/Apprentices under the Job Corps Program, and consistent with the government's program of upgrading the quality of our college-educated workforce, such as the seafarers, in order to maintain our supremacy in international maritime industry, all POEA licensed manning agencies and registered unions are hereby exhorted to make their best efforts to include in their Collective Bargaining Agreement (CBA) and/or Manning Agreements, positions for shipboard trainees composed of at least one (1) cadet/apprentice in the deck and at least one (1) in the engine in international ocean-going vessels.
