December 13, 2002DOLE ADMINISTRATIVE ORDER NO. 294-02INTEGRATED GUIDELINES ON SCHOLARSHIP AND TRAINING PROGRAMIn the interest of the service and to rationalize the administration of scholarship and training program, the following revised guidelines are hereby adopted: I.  COVERAGEAll DOLE officials and employees holding permanent appointments are qualified to avail of foreign or local training or scholarship. Employees holding temporary appointments are qualified to the DOLE Educational Support Program (DESP) only. International conferences or meetings which are processed by ILAS are not covered by these guidelines.II.  OBJECTIVES1.  To provide the employees opportunities to complete their bachelor's degree or pursue masteral or doctorate studies and review classes.2.  To enhance the effectiveness of the employees in the performance of their functions either through in-service training, formal education and local or foreign scholarships.III.  DEFINITIONS OF TERMS1.  Scholarship — refers to formal education leading to a degree or certificate in any local or foreign school or institution.2.  Training — refers to any formal, short-term seminar or workshop designed to upgrade knowledge and skills of the employees in specialized fields of study.3. ...
