March 11, 2002MANUAL OF OPERATIONS IN THE ISSUANCE OF ALIEN EMPLOYMENT PERMIT (AEPS) TO FOREIGN NATIONALS FOREWORDThe Omnibus Guidelines for the Issuance of Employment Permits to Foreign Nationals (Department Order No. 12, s. 2001) issued by the Department of Labor and Employment on November 16, 2001, is one of the concrete policy instruments that support the call of President Gloria Macapagal-Arroyo to create jobs by attracting investments through investor-friendly policies and streamlined government procedures. The guidelines were formulated within the framework of the need for foreign investments in an era of increasing globalization and liberalization, and at the same time, of the need to create and provide access to employment opportunities for Filipinos as mandated by the Constitution and the Labor Code of the Philippines.For the first time in many years, a set of guidelines rationalizes, streamlines and standardizes the rules and procedures, and in the process, provided consistency, transparency and predictability in their application across regions.
