June 29, 2010DOLE DEPARTMENT CIRCULAR NO. 002-10TO:All Heads of DOLE Offices, DOLE Regional Directors, Labor Inspectors, Hearing Officers, Sheriffs and Child Labor Program Coordinators   SUBJECT:Manual on the Conduct of Inspection, Rescue and Enforcement Proceedings in Child Labor Cases The Department of Labor and Employment strongly upholds the rights of children including their protection from all forms of abuse, neglect, cruelty, exploitation and discrimination, and other conditions prejudicial to their development, particularly child labor and its worst forms.
