November 22, 2012NLRC ADMINISTRATIVE ORDER NO. 11-13-12In the interest of the service, the following guidelines are hereby set to effectively implement Section 4 (c), Rule VII of the 2011 NLRC Rules of Procedure concerning the creation of Special Division, in the event that all the members of the original Division inhibit themselves from resolving a case: 1. The Presiding Commissioner of the Special Division shall designate who among the members shall prepare the written report/draft for deliberation;2. The decision/resolution/order issued shall be "per curiam" or in the name of the Special Division rather than its specific members;3. The duties and functions under Rule XIII, Section 4, of the 2011 NLRC Rules of Procedure shall be discharged by the —a. Executive Clerk of Court IV with respect to cases coming from the 1st to 6th Division;b. Executive Clerk of Court II with respect to cases coming from 7th Division; andc.
