NWPC People's Freedom of Information (FOI) Manual

2016NWPC PEOPLE'S FREEDOM OF INFORMATION (FOI) MANUAL FOREWORDExecutive Order No. 02 (Operationalizing in the Executive Branch the People's Constitutional Right to Information and the State Policies of Full Public Disclosure and Transparency in the Public Service) issued by President Rodrigo Roa Duterte on 23 July 2016, sets standards for access to information, official records, public records and documents and papers pertaining to official acts, transactions or decisions not considered as classified. It also provides administrative and judicial remedies for those who believe they have been improperly denied access to records. Freedom of Information is the embodiment of the public's right to know about the activities of its government. The NWPC fully supports the President's program of creating a more transparent government, believing that access to information helps the public make public officials and authorities accountable for their actions.
