March 31, 1978POLICY INSTRUCTIONS NO. 34-78OMNIBUS INSTRUCTIONS GOVERNING THE DEPLOYMENT OF CONSTRUCTION WORKERS OVERSEASIn order to enhance the implementation of Policy Instructions No. 22 issued on March 31, 1977 which seeks to promote the corporate export of construction skills through bona fide construction contractors, this Omnibus Instructions is hereby issued for the information and guidance of all concerned:1. Statement of Policy — Only construction contractors registered with the Bureau of Employment Services (BES) with projects overseas, on their own or in cooperation with foreign principals, are authorized to recruit, hire and deploy construction workers overseas.2. Definition of TermsA) "Instructions" shall mean Policy Instructions 22 of the Secretary of Labor issued on 31 March 1977.B) "BES" shall mean the Bureau of Employment Services of the Department of Labor.C) "OEDB" shall mean the Overseas Employment Development Board of the Department of Labor. digestD) "OCB" shall mean the Overseas Construction Board created under PD 1167 to develop and regulate the overseas construction industry.E) "CIB" shall mean the Construction Industry Board established by the Secretary of Labor pursuant to...
