July 19, 2019DOLE MEMORANDUM CIRCULAR NO. 001-19TO:All DOLE Regional Offices SUBJECT:Operational Guidelines on the Delivery of the DOLE Labor and Employment Education Services (LEES) This Circular is issued pursuant to the policy of the State and the mandate of the Department of Labor and Employment to educate the workers and employers on their rights and responsibilities through labor education. The following Operational Guidelines for DOLE Implementers shall guide and streamline the delivery of the DOLE's Labor and Employment Education Services (LEES): TIADCc1. The DOLE-LEES shall be proactively used as a vital tool in achieving and maintaining a stable, just, and dynamic industrial peace.The program aims to educate workers, employers and other stakeholders on employment relations, including the workers' and employers' rights and responsibilities and responsible unionism, productivity, work ethics and values, and other relevant information pertaining to labor and employment, to enable them to become responsible partners in building harmonious labor-management relations 1 and the attainment of decent and productive workplaces. 2 All of these contribute to the achievement of a stable, just, and dynamic...
