September 14, 2018POEA MEMORANDUM CIRCULAR NO. 016-18FOR:All Concerned Accredited Foreign Principals/Employers and Licensed Landbased Recruitment Agencies SUBJECT:Partial Lifting of the Suspension on the Issuance of Letters of Authority (LOA) to Principals/Employers with Job Orders for Household Service Workers (HSWs) Responding to the alarming increase in the number of reported cases of abuses to Household Service Workers (HSWs) and the increase in related repatriation cases, this Administration issued Memorandum Circular No. 3, series of 2018. Said Memorandum Circular (MC) temporarily disallowed the acceptance and processing of applications, and issuance of Letters of Authority (LOA) to foreign principals/employers with job orders for HSWs. Upon review and assessment, the following destination areas: East and SouthEast Asia, Western and Southern Europe, and Northern Africa, do not register a deployed worker against report/request for repatriation ratio that could be considered alarming. The figures however, remain significant for SouthWest Asia, as shown by the number of requests for repatriation of abused HSWs.In light of the above assessment, this Administration reiterates that Memorandum Circular No. 3, series of 2018 is still in...
