November 17, 1977POLICY INSTRUCTIONS NO. 30-77TO:All Concerned SUBJECT:Payment of Wages in Areas Where Offices are Suspended thru Presidential Proclamation By virtue of the authority vested in me, the following policy instructions in relation to payment of wage on days when offices are suspended thru Presidential Proclamation are hereby promulgated for the guidance of all concerned.The Labor Code still recognizes the principle of "no work no pay" and the only exception thereto are the paid unworked ten (10) regular holidays. Accordingly, for purposes of payment of wages, the principle shall apply on days when offices are declared suspended thru Presidential Proclamation. In effect, they are non-working days in areas affected for purposes of the Code.Daily paid workers who are permitted, required or suffered to work on such days shall be paid an additional compensation of at least 30% of his regular wage or a total of 130% for eight hours work.
