April 23, 1976POLICY INSTRUCTIONS NO. 06-76Pursuant to the relevant provisions of the Labor Code as amended its implementing rules and regulations, the following distribution of jurisdiction over labor cases is re-stated for the information and guidance of all concerned:1. The following cases are under the exclusive original jurisdiction of the Regional Director:a. Labor standards case arising from violations of labor standards laws discovered in the course of inspection or complaints where employer-employee relations still exists;b. Termination cases involving applications for clearance to dismiss or shutdown and the opposition if any, thereto or complaints of illegal dismissal.c) Preventive suspension cases;d) Strikable cases; ande) Foreign involvement in trade union activities cdt2. The following cases are under the exclusive original jurisdiction of the Conciliation Section of the Regional Office:a) Labor standards cases where employer-employee relations no longer exists;b) Deadlock in collective negotiations cases;c) Unfair labor practice cases; andd) Overseas employment cases other than seamen.3. The following cases are under the exclusive original jurisdiction of the Med-Arbiter Section of the Regional Office:a) Representation cases;b) Intra-union cases;c) Union registration, revocation...
