January 24, 1978POLICY INSTRUCTIONS NO. 32-78In order to secure more effective compliance with labor standards laws and to make our enforcement program more meaningful and realistic, the following guidelines for inspection service are hereby prescribed:1. Regular inspections shall be conducted only in the following industries:Priority A — ManufacturingPriority B — Transport, Storage and CommunicationPriority C — ConstructionPriority D — Mining and QuarryingPriority E — AgricultureSub-industries are listed in the attached Priorities for Inspection.2. Inspection in the manufacturing and other industries shall give priority to sweatshops, or those establishments employing workers under substandard conditions.3. For purposes of inspection, establishments engaged in the manufacturing industry shall not include bakeries with less than fifteen (15) employees. digest4. Priority for inspection shall be given to establishments in any of the above-listed industries facing complaints for violation of labor standards laws.5. No inspection shall be conducted in any other industries, except on the basis of a complaint under oath.6. Inspection shall be limited to establishments employing thirty (30) or more workers, in the case of the agricultural industry.7. Inspection shall...
