March 21, 2002NLRC MEMORANDUM CIRCULAR NO. 3-02-02TO:All Officials and Employees This Commission SUBJECT:Qualification Standards of the Position of Labor Arbitration Associate (LAA) In line with CSC Memorandum Circular No. 42, s. 1991, on "Professionalization of the Civil Service" and the pronouncement of the Civil Service Commission that the qualification standards prescribed in the New Qualification Standards Manual are the minimum and basic requirements, so that agencies are not precluded from establishing higher standards for positions without any need of approval from the Civil Service Commission, the NLRC, in its Corporate Planning Exercise held on December 3-5, 1998, at the Island Cove, Binakayan, Kawit, Cavite, adopted a policy that candidates for the position of Labor Arbitration Associate (LAA) shall preferably be holders of a Bachelor's Degree in Law or Masteral Degree. Since that date, said policy was strictly observed in the processing of applications for and appointments to LAA positions.
