Villaluz, the dispositive portion of which reads: Premises considered and in the interest of an orderly administration of justice, this office is constrained to DENY the second petition for certification election filed by Obrero Pilipino.SO ORDERED.The facts are as follows:On 03 February 2016, Obrero Pilipino-Katolec Philippines Chapter (Obrero Pilipino, for brevity) filed a petition for certification election (PCE) among the regular rank-and-file employees of Katolec Philippines Corporation (KPC, for brevity). 1 It alleged that the bargaining unit is composed of more or less three hundred (300) regular rank-and-file employees. It also averred that there exists no collective bargaining agreement (CBA) between the company and employees within the bargaining unit.
