May 23, 1977POLICY INSTRUCTIONS NO. 24-77RECLASSIFICATION OF CERTAIN BAKERIES FROM MANUFACTURING TO RETAIL ENTERPRISES FOR PURPOSES OF THE APPLICATION OF LABOR STANDARDSFor purposes of the application of labor standards, bakeries, are presently considered as manufacturing establishments based upon the Philippine Standard Industrial Classification. However, bakeries not only cater to the general consuming public especially to the working masses in the sale of pan de sal and other low cost bakery products, but they are also highly labor intensive. In other words, bakeries function more as retail enterprises rather than real manufacturing concerns. digestIn view of these considerations and in the light of economic realities, bakeries regularly employing not more than 15 workers are hereby reclassified as retail enterprises for purposes of the application of labor standards. Furthermore such bakeries are authorized to charge their employees P1.75 for the cost of a nutritionally adequate meal and snack and P1.75 per day for lodging furnished them subject to the following conditions:1.
