February 2, 2017POEA MEMORANDUM CIRCULAR NO. 001-17TO:All Concerned Landbased Recruitment Agencies   SUBJECT:Recruitment and Deployment of Caregivers/Care Assistants for Japan The 2016 Technical Intern Training Act of Japan, which potentially will cover caregivers among those eligible jobs under the Technical Intern Training Program, has not fully taken effect. To be fully operational, the program will require the signing of a memorandum of cooperation between the justice, health, labor and foreign affairs authorities of Japan and their counterparts in countries that intend to dispatch technical interns under the program. The Philippines and Japan are yet to conclude such an agreement. It is expected that the said agreement will be completed within the year. In the meantime, all concerned licensed landbased recruitment agencies are hereby directed not to undertake any recruitment of caregivers for Japan, not even for manpower pooling purposes.
