February 15, 2019NWPC GUIDELINES NO. 001-19REVISED OPERATIONAL GUIDELINES ON THE ADOPTION OF PART FIXED, PART PERFORMANCE-BASED COMPENSATION SCHEME IN THE PUBLIC BUS TRANSPORT INDUSTRYPursuant to Section 3 of Rule III of Department Order No. 118, Series of 2012, otherwise known as the Rules and Regulations Governing the Employment and Working Conditions of Drivers and Conductors in the Public Utility Bus Transport Industry, the following operational guidelines on the adoption of a part fixed, part performance-based compensation scheme is hereby issued: RULE ICoverage and Definition of TermsSECTION 1. Coverage. — This Guidelines shall apply to all public utility bus owners and/or operators employing drivers and conductors.Owners and/or operators of coaches, school, tourist, and similar buses who are holders of a Certificate of Public Convenience (CPC) issued by the Land Transportation Franchising and Regulatory Board (LTFRB), employing drivers and conductors, are not covered by the provisions of this Guidelines.SECTION 2.
