February 26, 2016GOVERNING BOARD RESOLUTION NO. 07-16WHEREAS, the mandate of the POEA is to protect and monitor the welfare of Overseas Filipino Workers; WHEREAS, it is likewise within the mandate of the Philippine Overseas Employment Administration (POEA) to regulate the participation of the private sector and foreign principals in the recruitment and placement of Overseas Filipino Workers, and to uphold the dignity and fundamental rights of Overseas Filipino Workers and promote full employment and equality of employment opportunity for all;WHEREAS, POEA has the rule-making power pursuant to E.O. 247, series of 1987, to enact rules and regulations governing overseas employment of Filipino workers;WHEREAS, the 2002 POEA Rules and Regulations is the prevailing governing rules on the Recruitment and Employment of Land-based Overseas Workers;WHEREAS, Republic Act No. 8042, otherwise known as the Migrant Workers and Overseas Filipinos Act of 1995 was amended by Republic Act 10022 on 08 July 2010;WHEREAS, in order to adapt to the present and changing times and to be in harmony with the said RA 10022, there is a need to amend...
