November 20, 2014DOLE DEPARTMENT ORDER NO. 141-14REVISED RULES AND REGULATIONS GOVERNING RECRUITMENT AND PLACEMENT FOR LOCAL EMPLOYMENTPursuant to Articles 5, 13, and 25 to 39 of the Labor Code, as amended, the following Rules and Regulations Governing Private Recruitment and Placement for Local Employment are hereby issued for compliance of all concerned. SECTION 1. Declaration of Policy. — It is the policy of the Department of Labor and Employment:a. To recognize the participation of the private sector in the recruitment and placement of workers for local employment, to promote equality of employment opportunity and treatment in access to employment and particular occupations as part of the over-all thrust for national development;b. To promote employment creation as one of the principles under the decent work agenda;c. To ensure compliance with the pertinent provisions of the Labor Code, as amended, Anti-Trafficking in Persons Act of 2003, Anti-Child Labor Laws, and other related laws, rules and regulations;d. To protect every citizen desiring to avail of the services of private employment agencies by ensuring the best possible terms and...
