May 18, 2016DOLE DEPARTMENT ORDER NO. 131-B-16REVISED RULES ON LABOR LAWS COMPLIANCE SYSTEMPursuant to the authority of the Secretary of Labor and Employment to promulgate the necessary rules under Article 5 and the visitorial and enforcement power under Article 128 in relation to Article 303 (formerly Article 288) of the Labor Code, as renumbered, Department Order No. 131, Series of 2013, is hereby amended as follows: RULE ITitle and ConstructionSECTION 1. Title. — This shall be known as the Revised Rules on Labor Laws Compliance System, or the Revised Rules.SECTION 2. Objectives. — The visitorial and enforcement power of the Secretary of Labor and Employment is the primary framework in ensuring compliance with labor laws.Consistent therewith, this Revised Rules on Labor Laws Compliance System incorporates compliance-enabling approach in the regulatory framework to secure a higher level of compliance with general labor standards and occupational safety and health standards; and, ensure continuity and sustainability of compliance at the workplaces by inculcating a culture of voluntary compliance.The compliance-enabling approach of the Labor Laws Compliance System (LLCS) combines...
