Evangelista-Conge is hereby AFFIRMED.SO RESOLVED.In their Motion for Reconsideration, Prado, et al., asserted that this Office erred in its findings: (a) that DOLE NCR Mediator-Arbiter Belinda S. Evangelista-Conge did not commit grave abuse of discretion amounting to lack or excess of jurisdiction; (b) that the principle of exhaustion of administrative remedies and the requirement for certification of non-forum shopping can be relaxed given the circumstances of the case; and (c) that there was no quorum...
