May 21, 1985RULES AND REGULATIONS GOVERNING OVERSEAS EMPLOYMENT (AS AMENDED)BOOK IGeneral PolicyRULE IGeneral Statement of PolicySECTION 1. General Statement of Policy. — It shall be the policy of the Administration to:a. promote and develop overseas employment opportunities in cooperation with relevant government institutions and the private sector; IDCcEab. establish the environment conducive to the continued operations of legitimate and responsible private agencies; andc. afford protection to Filipino workers and their families, promote their interests and safeguard their welfare.RULE IIDefinition of TermsSECTION 1. Definition of Terms. — For purposes of these Rules, the following terms are defined as follows:a. Administration — means the Philippine Overseas Employment Administration. b. Administrator — means the Administrator of the Philippine Overseas Employment Administration.c. Agency — means a private employment or a manning agency as herein defined.d. Authority — means a document issued by the Minister to a private recruitment entity authorizing it to deploy its own workers for its projects overseas.e.
