May 25, 2016DOLE DEPARTMENT ORDER NO. 156-16RULES AND REGULATIONS GOVERNING THE WORKING AND LIVING CONDITIONS OF FISHERS ON BOARD FISHING VESSELS ENGAGED IN COMMERCIAL FISHING OPERATIONPursuant to the authority of the Secretary of Labor and Employment to promulgate the necessary rules and regulations under Articles 5 and 168 1 of the Labor Code of the Philippines, as amended, and the Administrative Code of 1987, as amended, this rules and regulations is hereby issued: RULE IGeneral ProvisionsSECTION 1. Policy Statement. — It is a State policy to:a. Regulate the relations between workers and employers recognizing the right of labor to its just share in the fruits of production and the right of enterprises to reasonable returns on investment and to expansion and growth;b. Guarantee and respect the free exercise of the commercial fishing workers to form union and organize for collective bargaining and/or for their mutual aid and protection; andc. Ensure that fishing vessels are sea-worthy and compliant with the standards of safety of life at sea, safe manning requirements and occupational safety and health standards...
