1977DEPARTMENT ORDER NO. 002-77RULES GOVERNING THE PARTICIPATION OF LICENSED AGENCIES IN RECRUITMENT AND PLACEMENT FOR DOMESTIC HELPS FOR THE ITALIAN MARKETBy virtue of the powers vested in the Secretary of Labor under the Labor Code as amended, to protect the interest and promote the welfare of overseas workers, the following rules are promulgated to form part of the guidelines implementing the provisions of Book I of the Code:SECTION 1. Coverage. — These rules shall govern the participation of licensed agencies in the recruitment and placement of domestic helps for the Italian market. cdphilSECTION 2. Definition of Terms. — In these rules, unless the contract otherwise requires, the following interpretation will hold true:(a) "Private Fee-charging employment agency" means individual or entity engaged in the business of recruitment and placement of workers for a fee, whether the fee is charged from the workers, or from the employers, or both.(b) "Recruitment and Placement" refers to an act of canvassing, enlisting, contracting, transporting, utilizing, hiring or procuring workers, including referrals, contact services, promising employment or advertising for employment locally...
