January 13, 1975DEPARTMENT ORDER NO. 003-75SAFETY INSPECTION IN CHARTERED CITIESI. Introduction:Article 163 of the Labor Code of the Philippines provides:"Administration of safety and health laws. — The Department of Labor shall be solely responsible for the administration and enforcement of occupational safety and health laws in all establishments and workplaces wherever they may be located; however, chartered cities may conduct industrial safety inspections of establishments within their respective jurisdictions where they have adequate facilities and competent personnel for the purpose as determined by the Department of Labor and subject to national standards established by the latter".It is the policy of the Department of Labor, in pursuance of the spirit and intent of the Labor Code, to establish uniformity in the quality and effectiveness of government occupational safety and health services everywhere, and to this end shall see to it, through appropriate regulations and orders, including this issuance, that the national safety and health standards established by it in accordance with law are uniformly applied in all workplaces and that they are effectively administered and enforced...
