Skill Competency Requirement for Domestic Workers

December 12, 2016POEA MEMORANDUM CIRCULAR NO. 008-16TO : All Concerned   SUBJECT:  Skill Competency Requirement for Domestic Workers Pursuant to Section 118 of the Revised POEA Rules and Regulations Governing the Recruitment and Employment of Landbased Overseas Filipino Workers of 2016 requiring a TESDA skill certification as one of the documentary requirements for the issuance of an Overseas Employment Certificate (OEC) for domestic workers, and in view of the implementation of TESDA Circular No. 15, Series of 2015 on the Guidelines on Assessment and Certification under the Philippine TVET Competency Assessment and Certification System (PTCACS), the submission of the following document shall be deemed compliant to the required proof of skill competency in the documentation of domestic workers bound for overseas employment: 1. National Certificate for Domestic Work (NCII) or2. Certificate/s of Competency (COC) relevant to the employer's requirements for domestic work in accordance with the above cited TESDA Circular.This Circular shall be effective immediately.
