August 7, 2000NLRC MEMORANDUM CIRCULAR NO. 8-01-00FOR:All Presiding/Commissioners FROM:The Chairman SUBJECT:The NLRC as a Collegial Body This is to formalize my verbal declaration that the Commission shall act as collegial body in all matters affecting the administration and operations of the NLRC, as well as those pertaining to the promulgation of rules and regulations governing the hearing and disposition of cases in the NLRC. HCEIScHowever, there are certain instances that the Chairman may have to individually act upon immediately. In cases like this, any of the Commissioners may manifest his or her desire to ask for a reconsideration of the Chairman's action within thirty (30) days. Upon receipt of the request for reconsideration, the Chairman shall, as soon as possible, call for a meeting of the Commission en banc.The majority votes of the Commissioners sitting en banc shall be sufficient to set aside and/or modify any resolution, circular, etc. that may have been issued by the Chairman in his individual capacity.
