November 23, 1977POLICY INSTRUCTIONS NO. 31-77TO:All Registered Labor Organizations SUBJECT:Workers' Education To insure proper implementation of Art. 242, paragraph (p) of the Labor Code and its implementing Rules and Regulations concerning the holding of seminars for members of registered labor organizations, the following rules and regulations are hereby issued for the guidance of all concerned:LABOR EDUCATION AND RESEARCHSECTION 1. Mandatory labor education. — It is the duty of every legitimate labor organization to enlighten workers of their rights and obligations particularly as union members and as employees.SECTION 2. Request for assistance. — Any labor organization desiring to avail of the assistance of the Department of Labor in conducting their seminars may file a request in writing with the Bureau of Labor Relations or any of its regional offices or the Institute of Labor and Manpower Studies, indicating therein the nature of assistance desired, the number of workers involved and other pertinent information.SECTION 3.
