- The Philippine Convention Bureau is created with its main office in Metro Manila. (Section 1)
Objectives of the Bureau
- To create and maintain an organizational machinery to promote tourism and attract international gatherings and events in the Philippines. (Section 2a)
- To conduct a program to develop Manila as a Convention City. (Section 2b)
- To supervise and coordinate activities for the smooth operation of various conferences in the country. (Section 2c)
- To oversee the requirements and general welfare of the conventioneers. (Section 2d)
Membership
- Membership is open to entities, groups, or individuals with direct or indirect economic, social, or cultural interest in conventions. (Section 3)
- Membership is required for hotels, travel agencies, tour operators, tourism-oriented restaurants, clubs, resorts, tourist transport operators, and Philippine passenger airlines to obtain their respective licenses. (Section 3)
- A Membership Committee will screen and submit findings on membership applications to the Board of Governors. (Section 3)
- The Board of Governors has exclusive authority to approve membership with a simple majority vote. (Section 3)
Governing Body: Board of Governors
- The policy-making body is the Board of Governors, composed of representatives from the government and private sectors involved in convention planning and facilitation. (Section 4)
- The Board members are:
1. Secretary of Tourism (Chairman)
2. Chief, Office of U.N. Affairs and International Conference, Department of Foreign Affairs
3. Representative, Central Bank of the Philippines
4. President, Hotel and Restaurant Association of the Philippines
5. President, Association of Tour Operators of the Philippines
6. Representative of Philippine Airlines
7. The Director, National Media Production Center
8. The Director of Special Service, Department of Tourism
9. The Director of Tourist Promotions
- The Chairman is assisted by a Vice-Chairman elected from among the Board members. (Section 4)
- The Convention Director sits as an ex-officio member. (Section 4)
- The term of government sector members is co-terminus with their respective government positions. (Section 4)
Terms of Office for Private Sector Board Members
- The term of private group representatives is co-terminus with their tenure as officials of their respective associations. (Section 5)
- They may continue to sit on the Board if officially voted upon and endorsed by their association. (Section 5)
- The Philippine Airlines representative is nominated by PAL Management and serves until their appointment is withdrawn. (Section 5)
Compensation of the Board of Governors
- Board members are not entitled to compensation, except a per diem of ₱200.00 for every meeting attended and expenses for missions or assignments undertaken for the Bureau. (Section 6)
Powers and Duties of the Board of Governors
- Promulgate policies, approve programs, and prescribe rules and regulations to implement the Bureau's intents and purposes. (Section 7a)
- Approve the annual budget and supplemental budgets. (Section 7b)
- Act on recommendations by the Convention Director regarding the organization, staffing pattern, salaries, and emoluments of officers and employees. (Section 7c)
- Render annual reports to the President and other special reports as required. (Section 7d)
Executive Body: Convention Director
- The executive power is vested in the Convention Director, who oversees the Bureau's operations. (Section 8)
- The Convention Director is assisted by an Assistant Convention Manager. (Section 8)
- The Convention Director and Assistant Convention Director are elected by a vote of at least 8 Board members. (Section 8)
- The Convention Director's tenure is fixed by the Board of Governors. (Section 8)
- All other appointments in the Bureau are approved by the Board upon the Convention Director's recommendation. (Section 8)
Duties of the Convention Director
- Supervise the executive functions of the Bureau and ensure efficient and economical operations under the Board's supervision. (Section 9a)
- Supervise all officials and staff members and ensure they comply with their duties. (Section 9b)
- Study, analyze, and plan projects and activities with the staff. (Section 9c)
- Recommend important matters and projects that may need extensive assistance from the government and private sector to the Board. (Section 9d)
- Submit a proposed budget with estimated income and expenses to the Board by January 15th of each year. (Section 9e)
- Submit a statement of finances covering the previous calendar year's operations to the Board by December 30th. (Section 9f)
- Submit an Annual Report of Activities to the Board by December 30th. (Section 9g)
- Perform other functions delegated by the Board. (Section 9h)
Duties of the Assistant Convention Director
- Perform duties designated by the Convention Director and act on their behalf in their incapacity or absence. (Section 10a)
- Directly supervise the functions of the Administrative Section. (Section 10b)
Divisions of the Bureau
- The Bureau has the following divisions: Administrative, Research and Statistics, Consultation and Liaison, and a Secretariat. (Section 11)
- The Board may create other divisions or staff as needed. (Section 11)
Duties of the Administrative Division
- Keep all records of the Bureau and manage its employees. (Section 12)
- Keep a book of accounts to track all disbursements. (Section 12)
Duties of the Research and Statistics Division
- Undertake a continuous research program covering areas such as world organizations meeting, their locations, key personnel, attractions appealing to each group, and how to present these attractions. (Section 13)
- Gather information materials and statistics on conventions. (Section 13)
Duties of the Marketing and Promotions Division
- Devise and spearhead a sustained promotional scheme covering all general and specialized media locally and abroad to project and publicize Manila as a convention venue. (Section 14)
Duties of the Consultation and Liaison Division
- Maintain a continuing relationship with concerned agencies or organizations by organizing regular consultation meetings to ensure proper reception facilities and services for conventioneers, and/or provide guidance on the technical aspects of holding conventions upon request. (Section 15)
Duties of the Convention Secretariat
- Form, train, and maintain a nucleus of personnel who shall actively assist conference organizers in planning, preparation, promotion, staffing operations, and liquidation of any type of meetings or conventions. (Section 16)
Sources of Financing
- 25% share from the annual travel tax fund for the first year, and 10% share thereafter. (Section 17)
- A uniform ₱200,000.00 yearly contribution from each government Board member institution, including Philippine Airlines. (Section 17)
- Membership contribution of 1 1/2% of the gross annual income of individual private sector members. (Section 17)
- 50% of the annual hotel room tax fund. (Section 17)
- Contributions from non-profit members fixed by the Board of Governors. (Section 17)
- Subsidies and/or grants received by the Bureau. (Section 17)
Tax Exemptions
- The Bureau is exempted from paying income and donee's taxes. (Section 18)
- Donations and contributions to the Bureau are deductible from the donor's income for tax purposes. (Section 18)
Appropriation
- For the first year of operations, ₱1 million is appropriated from the National Treasury to be released in a lump sum upon approval of the Decree. (Section 19)

A DECREE ESTABLISHING THE PHILIPPINE CONVENTION BUREAU, DEFINING ITS FUNCTIONS AND SOURCES OF FUNDING
WHEREAS, the promotion of the tourism and travel industry in the Philippines is a primary concern of the government;
WHEREAS, the growth and development in tourism accommodations and facilities underscore the need for concerted and planned efforts to promote the Philippines not only as tourism destination in the area but also, a center of world gatherings and conventions; and
WHEREAS, it is necessary that an entity be created through which the government and the private sector in the tourism and allied fields can pool their resources, talents and efforts to achieve and attain the abovementioned goals, along definite guidelines and mechanics.
NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, hereby decree that:
