ABOLITION OF THE PRESIDENTIAL TASK FORCE ON MINDANAO RIVER BASIN REHABILITATION AND DEVELOPMENT AND TRANSFERRING ITS FUNCTIONS TO REGULAR GOVERNMENT AGENCIES
WHEREAS, the Administration has adopted a policy of streamlining the bureaucracy to promote good governance and to ensure economy and efficiency in government;
WHEREAS, Executive Order (EO) No. 753 (s. 2008) as amended, created the Presidential Task Force on Mindanao River Basin Rehabilitation and Development (PTFMRBRD);
WHEREAS, Section 1 of EO No 18 (s. 2010) declares as a policy of the government the enhancement of its institutional capacity to deliver or provide public goods and services in a more economical, efficient ethical, effective, and accountable manner.
WHEREAS, the functions of the PTFMRBRD overlaps with other national government agencies that can in turn perform the said tasks in line with the government’s policy of rationalizing and streamlining the bureaucracy;

Abolition of the Presidential Task Force on Mindanao River Basin Rehabilitation and Development (PTFMRBRD)
- Section 1: The PTFMRBRD is abolished as part of the rationalization and streamlining of the government bureaucracy.
- Section 2: The tasks and functions of the PTFMRBRD are transferred to the following agencies:
- Mindanao Development Authority (MinDA):
- Coordinate the formulation, implementation, and finalization of the Mindanao River Basin (MRB) relief, rehabilitation, and long-term development plan, also known as the Mindanao River Basin Management and Development Master Plan. (Section 2.1.a)
- Negotiate, apply for, receive and accept grants and donations of funds needed for the relief, rehabilitation, and development of the areas affected by the disaster. (Section 2.1.b)
- Decide on important interventions that need to be immediately implemented and acted upon. (Section 2.1.c)
- Spearhead and coordinate all actions to rehabilitate and develop the MRB affected areas. (Section 2.1.d)
- Conduct resource mobilization activities, such as enjoining LGUs to pass ordinances appropriating local resources, requesting funding from NDRRMC, ensuring inclusion of rehabilitation plans in agency operational plans, conducting ODA pledging sessions, and enjoining Congress to include a special purpose fund in the General Appropriations Act. (Section 2.1.e)
- Department of Environment and Natural Resources-River Basin Control Office (DENR-RBCO):
- Develop a MRB master plan and other technical plans in coordination with MinDA and NDRRMC-OCD. (Section 2.2.a)
- Provide technical assistance in the formulation, institutionalization, and mobilization of appropriate river basin level organization for the MRB. (Section 2.2.b)
- National Disaster Risk Reduction Management Council-Office of Civil Defense (NDRRMC-OCD):
- Ensure that the MRB and the MRB Management and Development Master Plan are consistent with the National Disaster Risk Reduction and Management Plan and Framework. (Section 2.3.a)
- Identify and package relief, rehabilitation, and long-term interventions for the MRB affected areas. (Section 2.3.b)
- Section 3: Personnel affected by the abolition shall be allowed to avail of the benefits provided for under existing applicable laws.
- Section 4: The winding-up of the operations of the PTFMRBRD, including the final disposition or transfer of its functions, positions, personnel, assets, and liabilities, shall be in accordance with the applicable provisions of the Rules and Regulations Implementing EO No. 71 (s. of 2002) dated 15 March 2002, unless otherwise provided for herein. The winding up shall be completed within three (3) months from the date of effectivity of this Order.

- Section 7: This Order shall take effect immediately upon publication in a newspaper of general circulation.
