BY THE CIVIL GOVERNOR OF THE PHILIPPINEISLANDS-A PROCLAMATION. Whereas it is provided by section seventy-two of an Act of the United States Philippine Commission, passed on July thirty-first, nineteen hundred and one, entitled "An Act to incorporate the city of Manila," that the said Act shall "take effect upon the proclamation of the Civil Governor to be issued within thirty days after the passage of the Act": Now, therefore, I, William H. Taft, Civil Governor of the Philippine Islands, do hereby, by virtue of the authority in me vested by section seventy-two of the aforesaid Act, proclaim the seventh day of August, nineteen hundred and one, as the day on which the said Act passed July thirty-first, nineteen hundred and one, shall take effect. In testimony whereof I have hereunto set my hand and caused the seal of the Government of the Philippine Islands to be affixed.
