ADOPTING THE EXPANDED TERTIARY EDUCATION EQUIVALENCY AND ACCREDITATION PROGRAM AS AN INTEGRAL PART OF THE EDUCATIONAL SYSTEM AND DESIGNATING THE COMMISSION ON HIGHER EDUCATION AS THE AUTHORITY RESPONSIBLE FOR ITS IMPLEMENTATION
WHEREAS, Section 1, Article XIV of the 1987 Constitution provides that the State shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all;
WHEREAS, Section 2, Article XIV of the 1987 Constitution provides that the State shall establish, maintain, and support a complete, adequate and integrated system of education relevant to the needs of the people and society and, that the State shall encourage non-formal, informal and indigenous learning systems, as well as self-learning, independent and out-of-school study programs particularly those that respond to community needs;
WHEREAS, the emerging medium-term and long-term Philippine development plans have both envisioned the expansion and strengthening of the system of academic equivalency and validation of the knowledge and expertise derived by individuals...

Adopting the Expanded Tertiary Education Equivalency and Accreditation Program
- Provides individuals with proven competence access to opportunities for higher value jobs and global competitiveness. (Preamble)
- Recognizes education and acquisition of expertise beyond the classroom. (Preamble)
Powers and Functions of CHED
- Certify work experiences and non-formal training toward awarding academic degrees. (Section 2a)
- Determine deficiencies requiring remedial studies or supplementation. (Section 2b)
- Develop standards, methodologies, and criteria for assessing skills, values, knowledge, and competence levels. (Section 2c)
- Deputize/accredit agencies, organizations, and HEIs for assessments, developing instruments, providing supplementation, and awarding degrees. (Section 2d)
- Safeguard program integrity and quality by linking with relevant agencies and institutions. (Section 2e)
- Update NEDA on implementation for policy coordination and monitoring. (Section 2f)
- Set standard fees and charges as part of the Special Account under HEDF. (Section 2g)
Consultative or Advisory Body
- CHED may convene an inter-agency consultative or advisory body as needed. (Section 3)
- Composition includes representatives from various agencies and sectors. (Section 3)
Assistance and Support
- TESDA, DECS, DOST, PRC, DOLE, and DTI shall extend necessary assistance and technical support. (Section 4)
Technical Secretariat
- CHED shall organize a permanent Technical Secretariat with expertise in alternative learning systems and educational assessment. (Section 5)
- CHED may contract external technical experts and authorities. (Section 5)
Funding
- Initial year funding from HEDF, amount approved by CHED. (Section 6)
- Succeeding years included in regular appropriations, HEDF as supplemental source. (Section 6)
- CHED to create a Special Account in HEDF for the program. (Section 6)
Repealing Clause and Effectivity
- Inconsistent executive issuances repealed or amended. (Section 7)
