ADOPTING THE MT. MAKILING RESERVE AREA AND LAGUNA DE BAY REGION MASTER PLAN, PROVIDING FOR THE IMPLEMENTATION THEREOF AND FOR OTHER PURPOSES
WHEREAS, Executive Order No. 121, dated 24 August 1993, constituted the Mt. Makiling Reserve Area and Laguna de Bay Commission to coordinate and oversee efforts to preserve and develop the Mt. Makiling Reserve Area and the Laguna de Bay Region, consistent with the development framework;
WHEREAS, Section 4 of said Executive Order directed the Commission to formulate and submit, for approval of the President, a Master Plan for the preservation and development of the Mt. Makiling Reserve Area and Laguna de Bay Region;
WHEREAS, Section 5 of the same Executive Order directed the implementation of a moratorium in the subject areas and the Commission to recommend and provide guidelines for the lifting of said moratorium after the Master Plans have been put in place;

Summary of Executive Order No. 349
Adoption and Implementation of the Mt. Makiling Reserve Area and Laguna de Bay Region Master Plan
- The Master Plan shall be implemented with the following priorities:
• Consistency with existing environmental laws and policies for environmental protection of the region. (Section 1a)
• Rehabilitation and sustainable development of the watershed to ensure adequate fresh water supply. (Section 1b)
• Enhancement of environmental quality of Laguna Lake, with a Zoning and Management Plan for the lake and its fishery resources, prioritizing small fisherfolks and marginalized sectors. (Section 1c)
• Protection of the natural ecological attributes of the Mt. Makiling Reserve Area. (Section 1d)
Lifting of Moratorium
• Moratorium on new land development permits, clearances, or concessions outside designated Buffer Zones is lifted, subject to compliance with PD 1586, environmental laws, and requirements of DENR-LLDA and other agencies. Existing projects must have adequate environmental management measures. (Section 2a)
• Moratorium in designated Buffer Zones remains in effect, allowing only non-critical projects as per guidelines. Disposition within Mt. Makiling Buffer Zone is allowed, but subsequent development is still covered by the moratorium. Laguna Lake Buffer Zone development shall follow the Shoreland Policy. (Section 2b)
• Moratorium on new permits for fishpens and fishcages in Laguna Lake is lifted, subject to compliance with the Zoning and Management Plan. (Section 2c)
Institutional Arrangement
• The Mt. Makiling Reserve Area and Laguna de Bay Commission shall provide oversight and coordination for the Master Plan implementation, review, monitoring, and refinement. (Section 3a)
• LLDA and UPLB shall lead the implementation of the Master Plan for Laguna de Bay Region and Mt. Makiling Reserve Area, respectively, in coordination with various agencies. (Section 3b)
• The Executive Committee (ExCom) shall oversee the full implementation of the Master Plan programs and projects. (Section 3c)
• All concerned Local Government Units and other government agencies shall align their plans, programs, and projects to support the Master Plan implementation. The private sector is also encouraged to support and coordinate with the Commission. (Section 3d)
Repealing Clause and Effectivity
• All orders, issuances, circulars, rules, and regulations inconsistent with this Executive Order are amended, repealed, or modified accordingly. (Section 4)
• This Executive Order shall take effect immediately. (Section 5)
