EXECUTIVE ORDER NO. 110 December 24, 1986
ALLOWING CERTAIN NATIONAL GOVERNMENT AGENCIES TO CONTINUE THE PRACTICE OF PAYING MEDICAL AND INCENTIVE ALLOWANCES BASED OR PRIOR YEAR'S TRADITION
WHEREAS, certain government agencies in previous years have been paying medical and incentive allowances to their personnel on the basis of actual grants by the previous administration;
WHEREAS, the employees of these government agencies are expecting the continuation of these allowances and have accordingly made financial commitments on the basis of these expectations;
WHEREAS, it is the policy of the government not to dismiss the established compensation levels of its employees in order to maintain as much as possible their standard of living, pending the completion of a study being conducted by the Ministry of Budget and Management to standardize the compensation of all government personnel.
NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Republic of the Philippines, do hereby direct:

Continuation of Medical and Incentive Allowances for Government Employees
- Certain government agencies have been paying medical and incentive allowances to their personnel based on previous administration's grants. (Whereas clause)
- Employees have made financial commitments based on the expectation of receiving these allowances. (Whereas clause)
- The government aims to maintain the established compensation levels of employees pending a study to standardize compensation. (Whereas clause)
Provisions:
1. National government agencies that have provided medical and incentive allowances in the past are authorized to continue paying the same benefits. (Section 1)
- The payment shall be based on the same basis and amounts as in the previous year.
2. The payment of these benefits shall depend on the availability of savings from previously released funds. (Section 2)
- No additional releases from the National Treasury shall be required.
3. The Ministry of Budget and Management shall provide guidelines for implementing this Executive Order. (Section 3)
4. This Executive Order takes effect immediately. (Section 4)
