Summary of Presidential Decree No. 751Conversion of College of Rizal and Rizal Technical High School into Rizal Technological Colleges
- The College of Rizal and Rizal Technical High School are converted into the Rizal Technological Colleges (Province of Rizal-Meralco Foundation Inc.), a non-stock, non-profit corporation. (Section 1)
- The Colleges shall be established, operated, and maintained as a joint project of the Provincial Government of Rizal and Meralco Foundation, Inc. (Section 1)
Board of Trustees
- The governing body of the Colleges shall be the Board of Trustees, composed of: (Section 2)
- Secretary of Education and Culture as Chairman
- Provincial Governor of Rizal
- President of the Meralco Foundation Inc.
- President of the Colleges
- Three (3) other members appointed by the President of the Philippines for terms of 2, 3, and 4 years initially, and 4 years thereafter.
Powers and Functions of the Board of Trustees
- To receive in trust legacies, gifts, and donations of real and personal property for the benefit of the Colleges or students. (Section 3)
- All donations to the Colleges shall be exempt from all taxes, deductible from the income tax of donors, and eligible for tax and other incentives under the Labor Code for manpower training and development. (Section 3)
Contributions from Meralco Foundation, Inc.
- Meralco Foundation, Inc. shall make contributions of funds, equipment, facilities, and managerial, advisory, technological, professional, and vocational skills for the establishment, operation, and maintenance of the Colleges. (Section 4)
- Contributions from Meralco Foundation, Inc. or any other entity to the Colleges shall be exempt from all taxes and eligible for tax and other incentives under the Labor Code for manpower training and development. (Section 4)
Objectives of the Colleges
- To offer baccalaureate degrees in agriculture, fisheries, arts and sciences, trades and technology, and other degrees, as well as short-term courses. (Preamble)
- To meet the needs of Rizal Province and other cities and provinces of the Philippines. (Preamble)

AMENDING CERTAIN PROVISIONS OF PRESIDENTIAL DECREE NO. 674 DATED MARCH 20, 1975 CONVERTING THE COLLEGE OF RIZAL AND THE RIZAL TECHNICAL HIGH SCHOOL INTO THE RIZAL TECHNOLOGICAL COLLEGES AND FOR OTHER PURPOSES
WHEREAS, Presidential Decree No. 674 dated March 20, 1975, converted the College of Rizal and the Rizal Technical High School into Rizal Technological Colleges to develop trained manpower of varied specializations and/or skills;
WHEREAS, in order that the purposes and objectives of said Decree can be more effectively and satisfactorily attained, it is necessary to broaden the support and strengthen the organization of the said Rizal Technological Colleges;
WHEREAS, the Meralco Foundation, Inc., has been organized for the purposes, among others, of promoting, carrying on, conducting and encouraging the advancement and development of education, scientific research and training in the fields of industrial, technological, agricultural, health, environmental, biological, physical and social sciences as well as in humanities and in all other sciences or fields of human knowledge and culture, with...
