EXECUTIVE ORDER NO. 893 April 21, 1983

AMENDING CERTAIN PROVISIONS OF PRESIDENTIAL DECREE NO. 1631 CREATING THE LUNGSOD NG KABATAAN

WHEREAS, the Lungsod ng Kabataan was created under Presidential Decree No. 1631 to promote the development of the Filipino youth and children;

WHEREAS, the Lungsod ng Kabataan is mandated to promote scientific research and provide medical services for the prevention and treatment of pediatric diseases;

WHEREAS, in keeping with the policy of government to effect continuing reforms, it is necessary to streamline the functions of Lungsod ng Kabataan in order to make the institution more responsive to the needs of its children;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and direct:

Amending Certain Provisions of Presidential Decree No. 1631 Creating the Lungsod ng Kabataan

- Creation of the Lungsod ng Kabataan (Section 1)
• Established as a trust under the Ministry of Human Settlements.
• Administered by a Board of Trustees composed of the Minister of Human Settlements as Chairman and seven members appointed by the President.
• The Chairman shall appoint an Executive Director as the Chief Executive Officer and ex-Officio Vice Chairman.
• A Council of Research Fellows shall be formed as an advisory body to the Board on research programs.
• The Lungsod shall be organized into three major units: Medical Services, Administration, and Academic Affairs.

- Powers and Functions of the Executive Director (Section 5)
• Recommend policy guidelines and submit the program of work to the Board.
• Direct and supervise the implementation of programs, projects, operations, and internal administration.
• Establish the organizational set-up subject to the Board's confirmation.
• Formulate and implement guidelines and standards for reporting and evaluation.
• Arrange and/or negotiate for funding from local and foreign sources.
• Appoint and discipline employees, except those appointed by the Board through the Chairman.
• Determine the plantilla and rates of compensation, allowances, and honoraria, subject to the Board's approval.

- Revolving Fund (Section 6)
• The Lungsod is authorized to establish a Revolving Fund into which revenues from operations shall accrue.
• Revenues shall be automatically appropriated to cover expenses, subject to budget, compensation, accounting, and auditing rules.
• The Lungsod is exempted from the provisions of Section 50 of PD No. 1177.

- Applicability of the Corporation Code (Section 7)
• The provisions of the Corporation Code, as amended, shall be applicable to the operations of the Lungsod, insofar as they are not inconsistent with this Executive Order.

- Board of Trustees and Council Members (Section 1)
• Members shall receive a reasonable amount per diem or honorarium, not exceeding ₱1,000.00 a month, for every meeting attended.
• Members shall serve for a period of four years and shall continue to serve until their successors have been appointed and qualified.
