Amending Certain Provisions of Republic Act No. 477

- Amendments to Section 3 of Republic Act No. 477:
• Subdivided lands, except commercial and industrial lots, shall be sold by the Board of Liquidators without the need for sales application, publication, and public auction (Section 1)
• Previous sales made by the National Abaca and Other Fibers Corporation without following the sales application, publication, and public auction requirements are authorized, ratified, and confirmed (Section 1)
• Preference shall be given first to bona fide occupants on or before December 12, 1946, but not later than October 31, 1960, limited to the area they have actually and continuously improved and maintained (Section 1)
• Unoccupied subdivided lots and/or lots where awards were canceled and nullified shall be disposed of through negotiated sale among qualified applicants (Section 1)

- Amendments to Section 8 of Republic Act No. 477:
• An applicant who has acquired land under this Act and has been issued a certificate of title may sell, cede, transfer, or convey their rights and interests, including permanent improvements on the land, to any interested party (Section 2)

- Repeals or modifies any laws, orders, rules, or regulations inconsistent with the provisions and purposes of this Decree (Section 3)

- Immediate effectivity of the Decree (Section 4)
