Amendments to the Integrated Reorganization Plan:

• Establishes the positions of Director-General and two Deputy Directors-General for the National Economic and Development Authority (NEDA). (Section 1)
    - The Director-General shall have a Cabinet rank. (Section 1, Paragraph 8)
    - The Deputy Directors-General shall have the rank of Undersecretaries and shall be career officials. (Section 1, Paragraph 8)
    - The Director-General shall serve at the pleasure of the President, while the Deputy Directors-General shall be career officials. (Section 1, Paragraph 8)
    - In case of absence or vacancy of the Director-General, the designated Deputy Director-General shall temporarily perform the functions of the office. (Section 1, Paragraph 8)
    - The Director-General and Deputy Directors-General shall work full-time at NEDA and shall not hold any other concurrent public office, except as ex-officio or part-time members of government bodies as designated by the President. (Section 1, Paragraph 10)

• Grants the Director-General sole authority to determine the details of NEDA's expenditures from its lump-sum appropriations. (Section 1, Paragraph 11)
    - The Director-General may use any savings from any item in the appropriation to strengthen NEDA offices. (Section 1, Paragraph 11)

• Authorizes the Director-General to assign government motor vehicles under NEDA's custody to officers with the rank of Director or higher. (Section 2, Paragraph 16)
    - Officers with assigned vehicles shall not be entitled to transportation allowances. (Section 2, Paragraph 16)

• Restructures the composition of the Investment Coordinating Committee, with the Director-General of NEDA as Chairman and the Chairman of the Board of Investments as Vice-Chairman. (Section 3, Paragraph 2)
    - Other members include the Secretary of Finance, Governor of the Central Bank of the Philippines, Chairman of the Development Bank of the Philippines, President of the Philippine National Bank, General Manager of the Government Service Insurance System, Administrator of the Social Security System, President of the Land Bank, and President of the Amanah Bank. (Section 3, Paragraph 2)
    - The President may designate the head of any other financial institution as a member upon the recommendation of NEDA. (Section 3, Paragraph 2)

MALACAÑANGM a n i l a PRESIDENTIAL DECREE No. 372 January 9, 1974 AMENDING CERTAIN PROVISIONS OF THE INTEGRATED REORGANIZATION PLAN AS ADOPTED UNDER PRESIDENTIAL DECREE NO. 1 I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081 dated September 21, 1972, and General Order No. 1 dated September 22, 1972, as amended, do hereby decree the following as part of the law of the land: Section 1. Paragraphs 8, 10 and 11, Article III, Chapter 1, Part VI of the Integrated Reorganization Plan as adopted under Presidential Decree No. 1, are hereby amended to read as follows: "8. There shall be a Director-General with a Cabinet rank, and two Deputy Directors-general with the rank of Undersecretaries, who shall serve as the executive and assistant executive officers of the NEDA, respectively.
