EXECUTIVE ORDER NO. 60
AMENDING EXECUTIVE ORDER (EO) NO. 254 (S. 1995) AND REORGANIZING THE PHILIPPINE GAS PROJECT TASK FORCE TO THE PHILIPPINE UPSTREAM PETROLEUM TASK FORCE
WHEREAS, it is the policy of the State to ensure continuous, adequate and economic supply of energy with the end-in-view of ultimately achieving self-reliance in the country’s energy requirements through the integrated and intensive exploration, production, management and development of the country’s indigenous energy resources;
WHEREAS, the development of indigenous petroleum resources is essential to the long-term stability of fuel and energy prices, as well as to national security and competitiveness;
WHEREAS, it is the policy of the Philippine government to promote the role of natural gas in the energy supply mix of the country by creating conditions for a Philippine gas industry that economically serves a broad variety of users, including power plants, industrial, commercial and residential users;

Summary of Executive Order No. 60
Reorganization of the Philippine Gas Project Task Force
- Renames the Philippine Gas Project Task Force (PGPTF) to the Philippine Upstream Petroleum Task Force (PUPTF). (Section 1)
- Reorganizes the composition of the PUPTF to include various government agencies and departments as members. (Section 1)
- Allows the PUPTF to create inter-agency subcommittees and invite other relevant agencies as needed. (Section 1)
- The Department of Energy (DOE) will provide technical, administrative, and secretariat support to the PUPTF. (Section 1)
Powers and Functions of the PUPTF
- Support the execution of petroleum operations like Malampaya Phases 2 and 3 by reviewing, simplifying, and streamlining applicable rules, regulations, and procedures. (Section 2a)
- Resolve inter-agency issues or issues raised by petroleum service contractors related to the implementation of petroleum service contracts. (Section 2b)
- Conduct studies to determine appropriate options for long-term markets of petroleum products and operations. (Section 2c)
- Conduct periodic public consultations with local government units (LGUs) and other stakeholders affected by petroleum projects. (Section 2d)
- Prepare and submit quarterly progress reports to the President. (Section 2e)
- Perform other necessary functions to attain the objectives of the Order. (Section 2f)
Funding
- The funding requirements for the PUPTF will be sourced from the Special Account of the General Fund of the DOE under Fund 151, subject to certification by the Bureau of Treasury and government accounting and auditing rules. (Section 3)
Other Provisions
- Separability clause: If any provision is declared invalid or unconstitutional, the other provisions shall remain valid. (Section 4)
- Repealing clause: All other rules, regulations, and issuances inconsistent with this Order are repealed or modified accordingly. (Section 5)
- Effectivity: This Order shall take effect immediately upon publication in a newspaper of general circulation. (Section 6)
